Motion Imagery Standards Board (MISB)

In 2000, the NGA Innovision Directorate stood up the Motion Imagery Standards Board (MISB), effectively establishing an official standards body responsible for reviewing and recommending standards for motion imagery, associated metadata, audio and other related systems for use within the Department of Defense, Intelligence Community, and United States Imagery and Geospatial System (DoD/IC/USIGS).

Motion Imagery is recognized by the Intelligence and Defense communities as a vital part of our current and future intelligence picture. As our ability to collect motion imagery and achieve persistent surveillance continues to grow, ensuring interoperability of motion imagery formats with other types of sensor outputs, and making that critical intelligence available to those who need to know becomes increasingly important.

The following tables organize and present all DoD IT Standards Registry (DISR) and Enterprise Standards Baseline (ESB) standards citations, as well as remaining non-cited standards documents, that are managed by the MISB, in support of the GEOINT Standards Working Group (GWG) and Joint Enterprise Standards Committee (JESC). The DISR recognizes the following status values:

  • Mandated - A DoD IT Standards Registry (DISR) mandated standard provides interoperability and net-centric services across the DoD enterprise. The set of DISR Mandated Standards form a minimal set of essential standards for the acquisition of all DoD systems that produce, use, or exchange information and, when implemented, facilitate the flow of information in support of the warfighter. These standards are required for the management, development, and acquisition of new or improved systems throughout the DoD.
  • Emerging - A DoD IT Standards Registry (DISR) emerging standard may be implemented, but shall not be used in lieu of a mandated standard in the DoD. An emerging standard is expected to be elevated to mandatory status within three years. Use of an emerging standard in a Technical Standards View Profile (TV-1) requires a waiver and a Technology Insertion Risk Assessment. In general, emerging standards should be placed in the Technical Standards View Forecast (TV-2).
  • Retired - A DoD IT Standards Registry (DISR) retired standard should not be used in a new or upgraded system in the DoD. The citation for a retired standard remains in the DISR, however when selected for inclusion in a Technical Standards View (TV), a retired standard citation requires a waiver and a Technology Insertion Risk Assessment.
  • Mandated Sunset - A "sunset" tag may be added to a DoD IT Standards Registry (DISR) mandated standard to tag it for retirement. A pre-defined event and date for retiring the standard must be identified. Frequently a replacement standard is also identified. An X in the "sunset" column in a standards profile identifies the sunset status.
  • Active Information/Guidance - An active IT-related information and/or guidance (I/G) document developed by a process outside the standards-development process (e.g., DoD Directives, Instructions, handbooks, manuals, procedures, best practices, and other such policy documents). I/G documents offer a means to further clarify DoD standards and identify relevant policies and procedures.
  • Inactive Information/Guidance - An inactive (no longer available for use) IT-related information and/or guidance (I/G) document developed by a process outside the standards-development process (e.g., DoD Directives, Instructions, handbooks, manuals, procedures, best practices, and other such policy documents). I/G documents offer a means to further clarify DoD standards and identify relevant policies and procedures.

The ESB recognizes the following status values:

  • IC-Mandated - An Intelligence Community (IC) Enterprise Repository and Registry (ER2) mandated standard must be used in lieu of a competing or similar standard. The standard is required for the management, development, and acquisition of new or improved IC systems.
  • IC-Emerging - An Intelligence Community (IC) Enterprise Repository and Registry (ER2) emerging standard may be implemented, but shall not be used in lieu of a Mandated Standard. An Emerging Standard is expected to be elevated to mandatory status within three years. Use of an Emerging Standard in a list of standards applicable to the acquisition in question (e.g., DoD Technical View (TV)-1, or IC Information Support Plan (ISP)) requires a waiver and a technology insertion risk assessment. In general, Emerging Standards should be placed in the list of standards representing the technological future of the acquisition (e.g., IC ISP).
  • IC-Retired - An Intelligence Community (IC) Enterprise Repository and Registry (ER2) retired standard should not be used in a new or upgraded system. All Retired Standards Citations remain in the ICSR. However, when selected for inclusion in a list of applicable standards (e.g., DoD Technical Standards View (TV), or IC Information Support Plan (ISP)), a Retired Standard Citation requires a waiver and a technology insertion risk assessment.
  • IC-Mandated Sunset - A "sunset" tag may be added to an Intelligence Community (IC) Enterprise Repository and Registry (ER2) Mandated Standard to tag it for retirement. This must be approved by the IC CIO. A pre-defined event and date for retiring the standard must be identified. Frequently a replacement standard is also identified. An X in the "sunset" column in a standards profile identifies the sunset status.
  • IC-Prohibited - An Intelligence Community (IC) Enterprise Repository and Registry (ER2) prohibited standard shall not be used in IC systems. Such standards, which may be deemed appropriate for use in warfighter systems and environments, pose a high risk to IC systems if employed.
  • IC-Not Applicable - An Intelligence Community (IC) Enterprise Repository and Registry (ER2) not applicable standard has been formally evaluated for inclusion in the IC Standards Baseline and has been determined to be of no benefit. If the standard is subsequently determined to be of benefit to an IC system, it should be submitted for an appropriate status change, e.g., Mandated or Emerging. A waiver is not required.
  • IC-TBD - An Intelligence Community (IC) Enterprise Repository and Registry (ER2) TBD standard has not yet been formally evaluated for inclusion in the IC Standards Baseline, i.e., To Be Determined (TBD). The standard will eventually be formally evaluated as part of the periodic review process or by special request and be assigned an appropriate status.
  • IC-Active Information/Guidance - An active IT-related Intelligence Community (IC) Enterprise Repository and Registry (ER2) information and/or guidance (I/G) document developed by a process outside the standards-development process. I/G documents offer a means to further clarify IC standards and identify relevant policies and procedures.
  • IC-Inactive Information/Guidance - An inactive (no longer available for use) IT-related Intelligence Community (IC) Enterprise Repository and Registry (ER2) information and/or guidance (I/G) document developed by a process outside the standards-development process. I/G documents offer a means to further clarify IC standards and identify relevant policies and procedures.

The notification icons indicate the status of citations that have changed since the previous DISR or ESB Baseline release. The two icons are interpreted as follows:

New Citation Indicates that this Citation is newly added.
Replaced Citation Indicates that this newly-added Citation replaces an earlier version that was superseded.
